Petition to the House of Commons

Whereas:

• Artificial Intelligence technology is advancing at a pace faster than current laws can effectively regulate its behaviours;

• Canada's National Artificial Intelligence Strategy recognizes and proclaims the need to increase "AI transparency";

• Canada's National Artificial Intelligence Strategy has so far failed to link AI transparency with copyright and the related rights of cultural creators;

• Transparency, clear rules, and effective regulation are hallmarks of strong sovereign governance;

• For Canada's cultural creators, strong sovereign governance translates to respect for copyright, consent, permission, licensing options and fair remuneration for use of labour and property; and

• Technology must not be exempt from responsibility to seek permission for use, to render payment for work, and to deal honestly with consumers.

We, the undersigned, concerned Canadians, call upon the House of Commons to: 1. Amend relevant laws, statutes, and regulations to require full disclosure from AI developers of the copyrighted works used to train generative AI. Such disclosure should contain enough detail for creators to identify use of their own work, enforce their rights, negotiate licences, and be fairly paid; and

2. Introduce regulation requiring transparency on Generative AI outputs so that they are marked/labelled as the product of artificial intelligence, to provide consumer certainty and protection from fraud and fakery.
