Petition to the House of Commons
Whereas:
• Canadians have a fundamental interest in protecting children and other vulnerable persons from sexual exploitation and abuse;
• For the purpose of this petition, "vulnerable persons" includes children and other vulnerable persons as recognized under Canadian law, are at greater risk of sexual exploitation or abuse;
• The National Sex Offender Registry is accessible only to law enforcement, leaving communities with limited access to information that could improve public safety; and
• Limited public access to information about individuals convicted of designated sexual offences against children and vulnerable persons could help Canadians make informed decisions while respecting the Canadian Charter of Rights and Freedoms.
We, the undersigned, citizens and residents of Canada, call upon the House of Commons to 1. Amend the Sex Offender Information Registration Act to establish a limited public section of the National Sex Offender Registry for individuals convicted of designated sexual offences against children and other legally recognized vulnerable persons; 2. Disclose only information reasonably necessary for public safety while protecting victims' identities, ensuring due process, providing a process to correct errors; and 3. Work with provinces and territories to create a consistent national public registry.
