Petition to the Government of Canada
Whereas:
• Canada has listed the IRGC and Hamas as terrorist entities and has designated the regime in Iran as a state supporter of terrorism;
• U.S. prosecutors have alleged that a senior Kata’ib Hezbollah commander coordinated terrorist plots targeting North America, including an alleged plan involving the U.S. Consulate and a synagogue in Toronto;
• Mojtaba Khamenei is the current Supreme Leader and Commander-in-Chief of Iran’s armed forces, including the IRGC, while Ali Khamenei and Ruhollah Khomeini previously held the same positions; and
• Iranian-Canadian and Jewish communities across Canada have demonstrated solidarity with the people of Iran and Israel by participating in large public rallies with hundreds of thousands of participants, including rallies in support of the people of Iran on February 14, 2026, in Toronto, and the annual Walk with Israel.
We, the undersigned, citizens and residents of Canada, call upon the Government of Canada to:
1. Initiate a formal review of Kata’ib Hezbollah under the Criminal Code and, if the applicable legal criteria are met, list Kata’ib Hezbollah as a terrorist entity in Canada; and
2. Initiate a formal review of organizations that use the signs or flags of Hamas or the IRGC, or display images of current or former leaders of terrorist organizations or the regime in Iran, including Mojtaba Khamenei and Ali Khamenei, at rallies, events, or vigils, and, in consultation with provincial and municipal governments, consider appropriate legislative measures to prohibit the public use or display of symbols, flags, or images that promote or glorify listed terrorist entities or their leaders, in accordance with Canadian law.
