Petition to the House of Commons in Parliament assembled
Whereas:
• Canada opened its doors to Ukrainians displaced by Russia’s full-scale invasion, and many have since worked, studied, paid taxes, raised children and contributed to communities across the country;
• Many applicants lawfully submitted permanent residence applications under the Ukraine Family Reunification Pathway before it closed on October 22, 2024, and continue to await final decisions;
• Prolonged uncertainty prevents families from planning their futures, affects employers seeking to retain established workers, and weakens confidence in the fairness, transparency and effectiveness of Canada’s immigration system;
• Applicants who followed Canadian law and completed the required process deserve timely decisions, clear information and humane administrative treatment;
• Efficient processing can be achieved while preserving all security, medical, criminality and admissibility requirements; and
• Canada’s response should reflect compassion, accountability, administrative competence and respect for the people it invited to rebuild their lives here.
We, the undersigned, citizens and residents of Canada concerned about prolonged immigration uncertainty affecting Ukrainian families, call upon the Government of Canada to 1. Establish and publish a time-bound plan to finalize all applications received under the Ukraine Family Reunification Pathway before its closure; 2. Assign sufficient staff, processing capacity and operational resources to eliminate avoidable delays; 3. Publish quarterly data showing applications received, pending, approved and refused, together with projected completion timelines; 4. Provide applicants with meaningful and accessible case-status information; 5. Maintain accessible temporary-status, work-permit and study-permit measures for eligible applicants and their family members until final decisions are issued; and 6. Report publicly to Parliament on progress until the remaining application inventory is substantially completed.
