Petition to the House of Commons
Whereas:
• Violent crime continues to affect communities across Canada, leaving many victims without adequate protection, long-term support, or timely access to justice;
• Gaps in enforcement allow repeat offenders to move between provinces without consistent monitoring, increasing the risk of further harm;
• There is no unified Canada-wide system to track high-risk violent offenders across jurisdictions. Offences committed in one province, including Ontario, are not always enforced or recognized consistently across the country;
• Access to Clare’s Law and other protective measures remains inconsistent between provinces. Victims often face barriers to restraining orders, safety planning, financial assistance, and trauma-informed support services; and
• Early intervention, rehabilitation, and mandatory treatment programs for violent offenders are not consistently available or enforced nationwide.
We, the undersigned, Citizens or residents of Canada, call upon the Government of Canada to implement a Canada-wide system for tracking and enforcing violent offence records across all jurisdictions.
1. Ensure offences committed in any province are recognized and acted upon nationwide;
2. Expand and standardize Clare’s Law across Canada;
3. Strengthen accountability for repeat violent offenders;
4. Increase access to victim protections and trauma-informed support services;
5. Invest in mandatory rehabilitation and intervention programs;
6. Improve federal coordination to protect public safety and prevent future harm.
