Petition Text
Petition to the Government of Canada
Whereas:
• Canadians rely on mobile phones to contact 9-1-1, receive emergency alerts and maintain essential communication;
• Residents of rural and underserved communities continue to report weak, intermittent or unavailable cellular service, including where predicted coverage does not reflect reliable service in practice;
• Some households depend on Wi-Fi calling because direct cellular service is inadequate, leaving them without dependable mobile communication when internet service or electrical power is lost;
• A predicted cellular signal does not ensure that a basic or emergency call can be completed reliably;
• Community-generated evidence can help identify persistent service gaps that predictive coverage mapping may miss; and
• Reliable cellular connectivity is therefore an issue of public safety, emergency access and communications resilience.
We, the undersigned, Residents and Citizens of Canada, call upon the Government of Canada to:
1. Recognize reliable basic cellular connectivity as an essential component of public safety and emergency communications;
2. Advance federal mobile-coverage reporting standards that measure real-world reliability, including the ability to complete basic and emergency voice calls, rather than predicted signal availability alone;
3. Establish a transparent mechanism through which community reports of persistent cellular gaps can help validate coverage data and inform federal regulatory, spectrum and infrastructure decisions;
4. Include service resilience during power and internet outages as a criterion when assessing basic mobile service; and
5. Use available federal telecommunications, spectrum, infrastructure-sharing and funding authorities to address documented cellular gaps in rural and underserved communities.
