Petition to the House of Commons in Parliament assembled
Whereas:
• The Canadian Dental Care Plan (CDCP) aims to provide accessible oral health care to lower-income Canadians, but currently restricts routine scaling to a maximum of 4 units (60 minutes) per rolling 12-month period without a complex, case-by-case pre-authorization process;
• Standard clinical guidelines and professional oral hygiene recommendations state that adult patients require a minimum of two preventive maintenance visits per year to effectively control plaque and prevent periodontal disease;
• A typical routine adult dental hygiene appointment requires 3 units of scaling (45 minutes) to safely and thoroughly remove calculus deposits; and
• The current 4-unit annual cap effectively leaves patients short of coverage for their second required annual visit, leading to untreated periodontal issues, increased systemic health risks, and an administrative burden on dental offices seeking pre-authorizations for standard care.
We, the undersigned, citizens and residents of Canada, call upon the House of Commons in Parliament assembled to
1. Increase the automatic, baseline allowance for routine scaling units under the Canadian Dental Care Plan (CDCP) from 4 units to 6 units per rolling 12-month period for adult patients; and
2. Align CDCP coverage frameworks with established public health guidelines that recommend two preventive oral hygiene visits per year.
