Petition to the House of Commons in Parliament assembled
Whereas:
• Canadians with disabilities face systemic poverty and higher living costs that do not disappear at retirement age;
• At age 65, Canada Pension Plan Disability (CPP-D) automatically converts to a standard CPP Retirement Pension, causing the immediate loss of the $610.46 monthly flat-rate base component;
• The Canada Disability Benefit (CDB) of up to $200.00 monthly is capped at age 64 and ceases completely at age 65;
• The simultaneous loss of these federal supports (totaling $810.46 per month) creates a severe income cliff for senior citizens with disabilities; and
• Standard senior benefits like Old Age Security (OAS) and the Guaranteed Income Supplement (GIS) do not compensate for this financial loss.
We, the undersigned, citizens and residents of Canada, call upon the Government of Canada to:
1. Amend the Canada Pension Plan Act to ensure that the flat-rate base component of CPP-Disability (currently $610.46 CAD) is maintained as a permanent top-up for seniors who were receiving disability benefits prior to turning 65;
2. Amend the Canada Disability Benefit Act to remove the upper age limit of 64, allowing eligible Canadians with severe and prolonged disabilities to continue receiving the CDB (up to $200.00 CAD/month) concurrently with senior pensions; and
3. Establish a Federal Senior Disability Supplement to guarantee that no senior citizen with a disability experiences a drop in federal financial support due solely to reaching the age of 65.
