Petition to the House of Commons
Whereas:
• Many Canadian citizens and permanent residents of Iranian descent actively contribute to Canada’s civic, cultural, and community life;
• Organizations claiming to represent Iranian-Canadian communities should operate transparently, uphold democratic principles, and remain accountable to the communities they serve;
• Serious concerns have been raised regarding the governance, transparency, accountability, and representational legitimacy of the Iranian Canadian Congress;
• The ICC has publicly opposed human rights policies broadly supported by Iranian-Canadians, including calling for the removal of the terrorist designation of the Islamic Revolutionary Guard Corps (IRGC), and has declined to support the 2022 Woman, Life, Freedom movement and subsequent mass protests in Iran;
• Recent public statements by the ICC regarding the 2025–2026 protests in Iran have further intensified concerns within the Iranian-Canadian community; and
• Ensuring transparency, accountability, and democratic governance in community organizations strengthens public trust, protects civic engagement, and serves the broader public interest.
We, the undersigned, citizens and residents of Canada, call upon the House of Commons to conduct a comprehensive and independent review of the structure, governance practices, legal status, funding sources, and activities of the Iranian Canadian Congress.
1. Ensure that such review is carried out transparently and includes meaningful consultation with Iranian-Canadian community members and relevant stakeholders; and
2. Consider appropriate legislative, regulatory, or administrative measures based on the findings of this review, including corrective action if warranted, in order to safeguard transparency, accountability, and the public interest.
