Petition to the House of Commons

Whereas:

• Pesticides and their use may directly or indirectly affect the health of Canadians and the environment;

• Pesticide use has increased significantly since 2005, and 121 highly hazardous pesticides, which are banned in other countries, are still allowed in Canada;

• Canada has committed to reducing the overall risk from pesticides by 50% by 2030 under the Kunming-Montreal Global Biodiversity Framework;

• Amendments to the Pest Control Products Act (PCPA) were introduced in Bill C-30, which was passed in June 2026, and in Bill C-31;

• These amendments weaken pesticide regulation, risk undermining public confidence in the regulatory process, harm public health and biodiversity, and limit the export capacity of Canadian agricultural products; and

• Decisions regarding pesticide authorization should be based on independent scientific data and the precautionary principle to ensure that human health and the environment are protected.

We, the undersigned, citizens and residents of Quebec and Canada, call upon the House of Commons :

1. To repeal the amendments to the PCPA made by Bill C-30 in June 2026;

2. To remove the provisions in Bill C-31 amending the PCPA; and

3. To ensure that pesticide regulation follows an independent scientific process based on the precautionary principle and the protection of human health and the environment.
