Petition to the House of Commons
Whereas:
• Foreign interference and transnational repression against Canadian citizens and their families abroad constitute a direct violation of human rights;
• During the Canadian Minister of Foreign Affairs' recent official visit to Islamabad, bilateral security meetings were held with the Pakistani Ministry of Interior;
• State agencies under the Pakistani Ministry of Interior, including the Federal Investigation Agency (FIA), continue to engage in targeted harassment against the families of Canadian citizens;
• While Canada’s Minister of Foreign Affairs, the Honourable Anita Anand, conducted an official visit to Islamabad on July 20, 2026, and engaged in bilateral meetings with the Pakistani Minister of Interior, members of the Pakistani diaspora in Canada continue to face instances of state-sanctioned harassment;
• Specifically, state agencies, including the Federal Investigation Agency (FIA) operating under the Pakistani Ministry of Interior, have engaged in targeted intimidation and harassment against the families of Canadian citizens residing in Pakistan; and
• Engaging in high-level diplomatic agreements without addressing these human rights abuses undermines the safety of Canadian citizens and their relatives.
We, the undersigned, citizens of Canada, call upon the House of Commons to explicitly condemn transnational repression perpetrated by the Pakistani government, formally raise these human rights violations through diplomatic channels, and ensure that future security or institutional collaborations with the Pakistani Ministry of Interior are strictly conditional upon the immediate cessation of harassment against the families of Canadian citizens.
