Petition to the House of Commons
Whereas:
• Canadians have a right to be protected from repeat violent offenders, and the tragic death of Justin Van Allen has highlighted systemic gaps in our justice and healthcare system;
• Individuals with persistent histories of serious violence often cycle through criminal justice, corrections, healthcare, and social services without coordinated interventions that effectively reduce violent recidivism;
• Public safety is best served when risk is accurately identified, evidence-based treatment and rehabilitation are accessible, and meaningful supervision and reintegration supports are in place; and
• Public safety and rehabilitation should not be competing objectives.
We, the undersigned, citizens and residents of Canada, call upon the House of Commons to adopt the key reforms requested in Justin Van Allen’s Public Safety and Violent Offender Accountability initiative by:
1. Establishing measurable national targets and regular public reporting for reducing violent recidivism;
2. Improving risk assessment tools and decision-making for individuals with persistent violent histories;
3. Enhancing coordination and information-sharing among justice, corrections, health, housing, and social-service systems for high-risk repeat offenders;
4. Expanding access in custody and in the community to evidence-based mental health, addiction, trauma-informed, educational, vocational, and rehabilitative programs aimed at preventing violent reoffending; and
5. Strengthening post-release supervision, monitoring, accountability, and reintegration supports for individuals who present a significant risk of serious violent reoffending, to better protect the public and prevent future tragedies.
