Petition to the House of Commons
Whereas:
• Canadians are living longer and many seniors wish or need to continue working;
• Under the current system, employment income earned by seniors is combined with Canada Pension Plan (CPP) and Old Age Security (OAS) benefits, often resulting in higher overal taxation;
• This structure may discourage workforce participation among older Canadians despite their experience and willingness to contribute;
• Seniors have contributed to CPP throughout their working lives;
• Single seniors may receive less overall benefit from CPP contributions than those eligible for survivor benefits; and
• Deferring CPP or OAS may not be a viable option for all Canadians due to financial needs and uncertainty of life expectancy.
We, the undersigned, citizens of Canada, call upon the House of Commons to:
1. Reduce the tax penalty on employment income for seniors receiving CPP or OAS;
2. Allow higher tax-free earnings thresholds for working seniors;
3. Create fairer treatment for single seniors who receive no survivor benefit; and
4. Encourage continued workforce participation by older Canadians.
