Petition to the House of Commons
Whereas:
• Early estimates indicate the number of Iranian civilians killed in January 2026 alone - with violence still ongoing-has exceeded 30,000, revealing a level of state brutality that has shocked the world; and
• As the nation that helped conceive and champion the Responsibility to Protect doctrine, Canada carries a distinct moral and diplomatic obligation to act when populations face mass atrocity and when a state is failing to protect or is itself harming its own people.
We, the undersigned, Citizens and Residents of Canada, call upon the House of Commons to take urgent and decisive actions to stop continued atrocity committed by the Islamic regime against the Iranian people.
1. Formally recognize that the actions of the Islamic regime in Iran constitute mass atrocity crimes under the R2P framework, including widespread violations of fundamental rights, unlawful killings, arbitrary detention, torture, and forced disappearances;
2. Publicly reaffirm Canada’s commitment to the principle that state sovereignty cannot be invoked to shield mass atrocity crimes, and that the international community has a responsibility to act when a government is unwilling to protect its population; and
3. Press the United Nations Security Council to examine and deliberate on all measures available under the third pillar of the R2P - the responsibility to take collective action including military intervention - given that peaceful and diplomatic efforts have proven insufficient to protect at risk people of Iran.
