Petition to the Government of Canada
Whereas:
• Somaliland was a British Protectorate from 1884 to 1960 June 26. On the 24th of June 1960 Her Majesty Queen Elizabeth declared by proclamation that Somaliland would gain its independence on the 26th of June 1960;
• On June 26, 1960, Somaliland gained its independence and subsequently attempted to join Somalia to form a union between Somaliland and Somalia under the name Somali Republic. Initially, this process proceeded smoothly; however, after Somalia gained its independence, agreements were ignored and the union was effectively aborted, while Somaliland was held under occupation and its people were silenced, threatened, or marginalized;
• After decades of suffering and hardship, Somaliland regained its right to govern itself without intimidation or fear, and its borders were delineated and demarcated through international agreements prior to independence;
• Somaliland has all the attributes of statehood as defined by the 1933 Montevideo Convention, including a permanent population, a defined territory, a functioning government, and the capacity to enter into relations with other states. Recognition would enhance security, promote economic development, and strengthen democracy in one of the world’s most unstable regions; and
• In 1961, the Dominion Bureau of Statistics of Canada changed the designation under the GATT agreement from British Somaliland to Somalia. We respectfully ask the Government of Canada whether this resolution can be reviewed or amended.
We, the undersigned, residents of Canada, call upon the Government of Canada to recognize Somaliland as an independent sovereign country.
